Vote No on the Capital Transfer Fee (CTF)

The HOA's financial needs benefit the entire community,
and the responsibility for funding those needs should be
shared by all homeowners, not disproportionately placed
on those who happen to sell their homes (note: I currently
have no plans to sell my home). A Capital Transfer Fee
unfairly shifts costs to a small group of owners at the time
of sale, even though all residents benefit from HOA services,
amenities, and reserve funding.
Based on the information presented, the HOA's funding
needs could be addressed through a modest increase in
monthly dues of approximately $15 per homeowner. This
approach is more transparent, equitable and predictable. It
ensures that all homeowners contribute fairly to the ongoing
needs of the community.
Rather than imposing a transfer-related fee on departing homeowners, the HOA should focus on responsible
budgeting and funding through regular dues paid by all
owners. Community expenses should be shared by the
entire community.
Please vote No on the proposed Capital Transfer Fee.
Sunriver needs capital improvements

We wholeheartedly support the Capital Transfer Fee.
I have read every argument for and against the CTF on
social media and I have not read one single viable solution
to increasing revenue for capital improvements, other than
the CTF. Some owners do not think the CTF is fair. Yet,
there has been loads of comments suggesting the guest
rental home’s pay more, or all owners should pay higher
dues/fees, or larger homes to pay higher dues/fees than
smaller homes, etc.
Every suggestion over a new revenue stream received
an argument back as “not fair.” Some owners will disagree
with all options no matter what and state that any of the
options are not fair. No funding mechanism to bring in
the increased revenues that are needed will be perceived by
everyone as fully fair.
If you don’t support the CTF, (which does not hit your
pocketbook unless you are planning on selling your home)
then will you vote to pay higher maintenance fees or ongoing assessment fees? Doing nothing isn’t an option. You
could hinder our community from investments if you do
not support the CTF. The problem with the lack of capital
improvements isn’t going away and a funding solution is
needed now, because we are falling behind on capital improvements. We are voting Yes for the CTF.
Is fee fairly distributed among everyone?

We appreciate the effort the SROA has made to inform
owners about the proposed Capital Transfer Fee. However,
owners would benefit from a more balanced discussion
before voting on a change of this magnitude.
Supporters describe the fee as “fair and equitable” because
it is paid only at the time of sale and avoids increases in
dues or special assessments. But this framing overlooks a
fundamental question: why should departing owners pay
for future amenities and capital improvements from which
they will receive no benefit?
For decades, Sunriver has funded projects through contributions from current owners. That approach aligns costs
with benefits.
The proposed transfer fee represents a significant departure by shifting long-term financial responsibility to those
exiting the community.
Owners should also consider who benefits most from
continued investment in Sunriver’s amenities.
Those who remain in the community (including rental
operators, and those whose income depends on its continued appeal) stand to gain the most, while sellers who may
have already contributed for years will not share in future
benefits.
Before adopting this new funding mechanism, owners
should carefully consider its long-term implications and
whether it fairly distributes costs among all stakeholders.

Call to foster collaboration

I read Paul Conte's letter in the May Scene issue
with great interest, highlighting the preventable lawsuit now facing the resort and SROA. The resort and
Sunriver communities' success is deeply intertwined
– one cannot thrive without the other. Yet the resort
continues to "go it alone," while the SROA Board and
staff abdicate their power, leaving our community to
bear the consequences. I continue to advocate that the
resort will only change if it impacts their bottom line.
We should direct our well-earned dollars to businesses
that truly support the broader Sunriver community,
not one that shows so little care for its neighbors. Let's
unite to foster collaboration for all our benefit.

As a Sunriver homeowner on one of our “beautiful”
privately owned golf courses, I’d like to express my
appreciation for the recent tree removal project on the
Woodlands golf course.
Before the trees came down, they provided shade,
privacy, and a rather useful barrier between tee shots
and my house. Since their removal, I’ve been delighted
to discover a new amenity: golf balls in my yard, golf
balls hitting my house and cars, and golfers peering
into my home while searching for them.
It’s nice to know that what four mature trees, once
accomplished naturally, can now be replaced by the
thrilling sound of incoming Titleists.
Perhaps someone can explain how removing protective trees directly in front of homes was considered
without addressing the obvious consequences for the
homeowners now in the line of fire.
Sunriver owners are often reminded of the importance of preserving the community’s character and
safety. One hopes that principle extends to those of us
living on the golf course – not just those playing on it.
Until then, I’ll be enjoying my new front-row seat
in Sunriver’s latest target practice facility.
