SROA Compliance Corner: Fall projects outside and inside the home
As the temperature begins
to drop and the leaves change
colors it becomes apparent that
fall is upon us. But, if that is
not enough, the frantic rush
of every contractor in town
around Sunriver is the sure-fire
way to tell that winter is looming. Whether it is landscaping
companies mowing and raking,
painting companies spraying
away, or the chorus of power
tools heard on every lane, it
is definitely that time of year
once again.
More than likely – as a homeowner – you have some of
these items on your fall to-do
list and probably even a few
more. To help ensure that you
are armed with the information and knowledge required
to tackle all these tasks we are
going to dive right into the
Design Committee Manual of
Rules and Procedures (DCM),
which is available for download
on the SROA website under the
Community Development Department section – if you ever
find yourself in need.
All interior projects only
require design review if those
changes affect the exterior of
the home. For example, adding a bathroom window or if
you are changing the number
of sleeping areas in the home.
FYI – sleeping areas are not just
bedrooms but can also include
such rooms labeled as “office,”
“den,” “loft,” etc.
Exterior projects to structures, yards, hardscapes, etc.
may require design review
depending on a few variables.
To understand if your project
is subject to design review it
is important to review DCM
Sections 2.01a, 3.01a, 3.01b,
and Table 1 in Section 6.
Section 2.01a states, “Design

Section 3.01a defines Maintenance & Repair as “intended
to preserve and continue the
original design and state of
construction of an approved
structure.” Also, it notes that
Maintenance & Repair do
not require administrative or
design committee review. So,
translating again, if you have a
previously approved cedar deck
prior to commencing development or other alterations to
real property.” What does that
mean in plain old English?
Well, that means if you are
adding anything from something as small as an exterior air
conditioning unit up to a new
home on an empty lot – then
you need to submit an application for design review. Also,
if you are changing anything
such as paint colors, reroofing
or expanding your deck and/or
changing to a composite mate-
