Two large categories each
year are asphalt for roads and
pathways. The budget for 2025
was $880,000. Projects have
just been completed, and those
bills are coming in. The second is ladder fuel reduction
on common lands, budgeted
$484,800. These expenses
happen every year to keep us
up to date.
The 2024 pathway tunnel replacement near the Wildflower
condominiums was delayed
last year due to the discovery
of unmapped gas lines that
needed to be moved. The tunnel construction was done in
spring 2025 at $510,603. Some
Highlights
• Approved the resignation
of Sherri Serfling from the
Design Committee. The board
thanked Serfling for her service
to SROA.
Other business
• Discussed the outline agenda for the Jan. 8, 9 a.m. board
retreat.
• Acknowledged Director
Hays for stepping forward to
chair the October board meeting in absence of president, Bill
Burke.
Association operations
• Administration: Met with
legal counsel regarding language for the proposed change
to the Consolidated Plan related to a Capital Transfer Fee.
Conducted training for new
board members. Held first
organizational meeting of the
Rule & Regulation Update
Task Force. Met with Sunriver
Nature Center & Observatory staff regarding the 2026
contract and services provided.
• Accounting: Bulk fiber
billings and communications
with owners continue. Finalized the 2024 tax returns.
Continue to work on 2026
operating and reserve budgets.
• Communications: Created
last minute signage and pushed
additional costs happened in
2024 making the final total
about $560,000.
Pasture fences in the Great
Meadow areas, dating back
to the origin of Sunriver, are
scheduled for replacement with
barbless wire for the protection of wildlife and budgeted
at $284,000. Surveying was
completed this year. Demolition of existing fencing and
construction of the new one
will happen in 2026.
Many smaller items were also
replaced including the wood
fence at the South Storage
yard, SHARC indoor chairs
and outdoor trash receptacles,
additional shade structures for
SHARC ($37,000), and picnic tables at the North Tennis
Courts and Pickleball Hill.
2025 new capital additions
A large project completed
over the past two years has
been the new Public Works
building and yard. Most of the
construction was completed in
2024 but portions were carried
forward to 2025 for completion; $129,052. Total cost of
the project was $2,770,987.
We remodeled the administration building as we expanded
office space into the portion of
the building formerly occupied
by the Sunriver Police Department; $594,732. The building
was updated to be ADA compliant, with a major portion of
the new office and conference
space added to give Community Development employees
space to work more efficiently
and with greater privacy when
working with owners.
SHARC pool pumps needed
to be replaced ($75,271) as well
as the lights in the indoor pool
area ($30,250).
The gel coating of the
SHARC slides, originally
planned for 2024, was completed in 2025 at $111,700.
These are just some of the
projects funded this year by
our reserve fund and new
capital budget to provide and
maintain the facilities and
services that owners have told
us they want through surveys,
strategic plans, owners forum
comments, etc. – all within
our means and efficient use of
dollars through prioritization
and reduction in expenses,
whenever possible.
Keeping Sunriver in top
condition takes diligence and
dedication from Sunriver staff,
department heads, board of
directors and SROA’s numerous committees and volunteers.
Many of the above costs are
kept down by the work of our
staff, particularly the Public
Works staff which supplies
labor skills for accomplishing
installation of amenities well
below the costs of outside
contractors.
When you encounter staff
during the year take a moment
and thank them for all they do.
It wouldn’t be the Sunriver we
know and love without them.

Oktoberfest. The event was a
huge success, and a meeting
has already been held to discuss next year’s event. SHARC
website updated from summer
aquatic operations to winter
offerings.
• Community Development: There are 272 active
projects/building permits. Participated in magistrate hearings
on violations and citations.
2025 paint survey maps have
been distributed to Design
Committee members and inspections are close to completion. Homes with tree protections will also be noted during
the inspection. Postcards were
sent to owners with non-compliant tree protection barriers
with a reminder of the Oct. 31
deadline for compliance.
• Natural Resources: Located property pines and flagged
property lines for the 2026
LFR and tree thinning on
commons. Prepared and mailed
their violations for LFR.
• IT: A primary internet circuit at admin went down due
to a faulty network interface
card. A gift certificate module
within Jonas has been implemented. An IT Task Force has
been assembled to focus on a
three year IT roadmap.
• Public Works: Prepared
courts for Team Cup Tournament and Sunriver Slam
pickleball event. Gate/latch
inspections were performed
and repairs made, if needed.
Made irrigation repairs at the
Fort Rock ballfield. A rail fence
was added at the new tunnel
to limit off-path trails and
erosion. Began placing snow
poles on pathways. Testing new
surface treatment on asphalt
at Public Works to evaluate
potential use in Sunriver. Performed annual service to two
fire pumper trucks. Drained
lazy river for warranty repairs.
Pools winterization underway.
Yard fencing underway and
gates to be installed in October. Ongoing organization
and cleaning of the PW yard as
workloads allow. Public Works
is fully staffed for the first time
in quite some time.
• Recreation/SHARC: Oktoberfest was a success with
lots of compliments from attendees. Covers are now in
place on the outdoor pools in
preparation for winter. Pickleball and tennis were still open
first come, first served but nets
will likely come down likely at
the end of October. The open
Recreation Programs and Op-
erations Manager position has
been posted.
