for many years.
An initiative that I would
like to highlight this month is
the Sunriver Rules and Regulations Task Force. Created at
the July 2025 board meeting
and informed by the adopted
2025 Work Plan and 2030
Strategic Plan, this task force
will include a full review of the
existing Sunriver Rules and
Regulations document that
has been amended on specific
items periodically over the past
30 years.
The task force will create a
preliminary draft of a comprehensive update for the Covenant Committee’s consideration, and a final draft for
adoption by the SROA Board
of Directors. The intention is
to make Sunriver’s rules and
regulations relevant to current
community operational desires
and appropriate behaviors that
affect livability, safety and community function.
An important part of this
process is the input of community stakeholders. To that end,
an e-mail was sent in August
to owners for whom we have
an e-mail address encouraging
application for this task force.
This resulted in 41 owner applications with 12 selections
including part-time owners,
full-time resident owners and
owners who rent their home.
The task force also includes
three Covenants Committee
members, three SROA board
liaisons, three SROA staff
and two community partners
(Sunriver Police and a property
management representative).
The updated rules and regulations will also receive legal
counsel review.
All owners will also have
opportunities for input prior to
the final report presented to the
board for adoption expected in
spring 2026. Information, to
date, is available at the SROA
website at www.sunriverowners.
org/taskforceprojects.
Following Sunriver’s peak
summer months certain activities start to slow down. For
those of us lucky enough to
be here at this time of year we
can enjoy the relative serenity, empty pathways and fall
colors. At the same time, let’s
also remember to patronize
local businesses, restaurants
and contractors through the
shoulder season leading to the
busier holidays.
Last, it is with a great deal
of sadness that we recognize
the passing of Doug Seator on
Oct. 5. Doug was a longtime
resident, volunteer and voice
in our community for decades.
He will be missed. Read more
about Doug’s long-standing
commitment to Sunriver on
page 38.
SROA Rules & Regulations
Update Task Force pursuant
to the SROA board’s Oct. 13

Force.
2024 carry forward items
Several projects were carried
forward from 2024. These were
included in the 2024 budget
but didn’t get completed in
2024. The Finance Committee
and the board reviewed those
items with the assistance of staff
and approved a carry forward
list of $1.1 million.
Carry forwards included two
vehicles, a 2025 Ford Ranger
($38,219) and a 2025 Ford Escape ($34,832). They replaced
10-year-old vehicles which
were sold with proceeds of
$21,300 returned to the reserve
fund. We tried to acquire the
vehicles in 2024 but couldn’t
get delivery until after the first
of this year.
A new Freightliner dump
sander was purchased for
$284,936 to replace our
21-year-old Freightliner. Actual delivery wasn’t made until
2025.
The completion of the
neighborhood pocket park on
Winner’s Circle was carried
forwarded with an estimated
completion cost of $68,500.
If you haven’t seen this park
drive by and take a look. Public
Works staff did a beautiful job
laying pavers and stretching
our dollars. The park is best
accessible by foot or bike. Some
natural play items constructed
with recycled logs are still being
installed.
We replaced SHARC Fitness Center exercise equipment (cross trainers, ellipticals,
recumbent bikes and treadmills). The equipment wasn’t
delivered until 2025 and cost
$146,514.
Reconstruction/replacement
of the fencing around the Public Works yard was moved from
2024 to 2025 until the main
building and yard construction
were complete. The fencing has
been completed, and the gates
should be installed by the end
of October and budgeted at
$124,000.

Last month’s article included
a discussion of the SROA Capital Reserve Fund and how it
funds the repair or replacement
of existing assets and amenities
in Sunriver at the end of their
life expectancy. And how it
funds new amenities.
So today, let’s look at some of
its uses in 2025. The budget for
2025 was $2.78 million for replacement items and $764,500
for new capital.
