It is full of information on a
troubled time in U.S. history
along with a plethora of era
photographs. The CCC was a
program that worked.
The Great Depression resulted in homeless people creating groups of shelters called
“Hoovervilles,” where they
congregated in makeshift shelters and tried to survive.
The Willamette River in
Portland had a “Hooverville”
encampment. Homelessness

depression era, just as it is today.
Although the solutions and
attitudes were different.
When President Franklin D.
Roosevelt’s first term started,
the country had failing banks,
25% of the population was
unemployed, huge numbers
of homeless camps, and failing
companies.
Roosevelt campaigned on a
“New Deal” for the country
and didn’t let any grass grow
under his feet waiting around
to get started.
He defeated President Herbert Hoover in a landslide and
was inaugurated on March 4,
1933, by the end of March,
with bipartisan support (imagine that), the CCC was created.
Do you enjoy going for a
hike? Well, in Oregon, there is
a good chance the CCC had a
hand in creating or improving
the trail.
The scope of the CCC work
on the trails, campgrounds and
infrastructure for outdoor activities was enormous. Deschutes
County was a beneficiary of
CCC work. The CCC accomplished an impressive list of
achievements.
Many young men were put
to work by the CCC, and they
were provided shelter, food, and
a salary to send home to their
families. WWI veterans found
employment with the CCC.
The program was careful to
work in concert with local economies, not in competition. Oregon benefitted tremendously.
It wasn’t an easy endeavor,
particularly in Eastern Oregon.
Workers from across the country were enrolled in the CCC.
Oregon was not a friendly
place for Black Americans. In
Medford, Ashland, and Grants
Pass, it was not safe for Blacks
to be out after sundown.
The KKK was still active in
Oregon. Eventually, the CCC
went to a segregated policy due
to discrimination.
However, the workers in
Camp Moro in Sherman County threated to resign if the Black
workers were taken elsewhere.
Good for you Sherman County.
The need for men to serve in
World War II ended the CCC
program, which helped many
Americans and left a legacy on
the land.
