Managing Board held its regular
meeting Oct. 16, 2025. Board
members present: Jim Fister,
John Shoemaker, Denney Kelley, Jill Stephens, Kent Zook
and SROA ex-officio Randy
Schneider.

–Public safety facility update
• The Kirby team has been
on-site to finalize remaining
projects by the end of the year.
–Reserve Study is nearing
completion once the bay apparatus exhaust is finished and can
be included in the study.

–Approved the title change
of police captain to police lieutenant.
–Approved the following slate
of SSD officers following no
other nominations: Jim Fister,
chair; John Shoemaker, vice
chair; Kent Zook, treasurer;
Denney Kelley, Finance chair.
–Approved Resolution 2025015 to change position name
from police captain to police
lieutenant as the position fits
better within the Sunriver Police rank structure.

Public input
–The board read an announcement of the passing of
long-time Sunriver resident
and SSD volunteer and former
managing board director Doug
Seator on Sept. 30.
–Debbie Baker noted she was
sad about the passing of Seator
and that he will be missed.
She addressed the board to
thank them for the passing of
the fire department’s collective
bargaining agreement. She
hopes the board will share the
document with the public in
the essence of transparency.

SSD monthly board meetings
The Sunriver Service District (SSD) Board holds its
regular monthly meetings on the third Thursday of each
month at 1 p.m.
These meetings provide the board with the opportunity
to review pending business and take action on matters
that support the police and fire operations and services of
the district.
Community participation is welcomed and encouraged.
A public comment period is offered at the beginning of
each meeting, giving residents the chance to share their
input directly with the board members.
Meetings are held at the Sunriver Public Safety Building,
Seator Hall, 57475 Abbot Drive, and are also accessible
remotely through Microsoft Teams for added convenience.
The agenda, board packet of materials, Teams link, and
additional meeting information are posted in advance and
always available at www.sunriversdor.gov.

–Participated in the Three
Rivers School Otter Run.
Police
–In September, the Sunriver
Police Department received 643
calls for service, 56 of which
were emergencies, 141 were
non-emergency and 445 were
self-initiated. Officers investigated 24 cases, made 6 arrests,
conducted 135 traffic stops,
responded to 26 suspicious
persons, 18 parking issues, 15
animal issues, provided 110
community-policing responses

Rasic commended the team for
their outstanding work over the

–Citizens Patrol logged 114

contacts.
–Met with Flock (license
plate reader camera system)
to renegotiate FY25/26 and
FY26/27 contract prices.
–Sgt. Davis and officer Mann
are leaving the department to
take jobs with the Deschutes
County Sheriff ’s Office. Recruiting will begin to fill those
positions.
–Attended coordination
meetings for Oktoberfest activities.

upcoming police union bargaining discussions.
–Responded to multiple public record requests.
–Conducting research to potential police only expansion to
the Caldera Springs/Crosswater
area.
–Posted part-time SSD executive assistant position with
several applications already
received.
–Assisting Nominating Committee with promotion of board
openings via social media,
website and Scene story. Also,
continue to develop a committee manual.
