she is still seeking a response

months requesting information
about the difference between
maintenance fees paid by the
Sunriver Resort and other owners. Second was her opposition
to a fuel tank installed by the
Sunriver Resort at their marina.
She believes that there are multiple safety and environmental
concerns and that the project
should be paused for owner
input.
In-person speakers from
Feb. 21 regular meeting
• Josh Lawson participated
virtually via Zoom. He spoke
as a follow-up to comments
that he made to the board in
previous months about the
Members Pool. His comments
referred to statistics generated
through a poll that he conducted. He commented that
the statistics provided by the
SROA staff do not match the
information gathered through
his poll. He stated that the
poll shows that owners are in
favor of keeping the pool open
without lifeguards and that

stated that he does not think
that SROA procedures have
been followed regarding the review and notice to owners. He

spills and impacts to groundwater. He asked who reviews
these concerns.
• Kevin Baker commented
about an owner’s request for
additional lap swim lanes/
times. He stated that the lap
swimmers already have times
that are 100% dedicated to
them and that at times SHARC
is not available to or open for
other owners.
• Kathy Brown referred to
the comments from Teresa
Yeomans at the Friday work session. She stated that the SROA
fire protection regulations are
based on vegetation management and not guidelines from
the State Fire Marshal’s office regarding protection for
structures. She was in favor of
a committee to explore implementing the State Fire Marshal
guidelines.

• Approved minutes of the
Jan. 16, 2026 SROA board
work session as corrected.

Jan. 17, 2026 SROA board
Three large expenses on
the non-operating side were
road and pathway projects,
$880,400, this year’s pathway tunnel, $510,000, and
ladder fuel reduction costs
of $394,500. These large expenditures are typical and are
important to the livability of
Sunriver.
Year-end total assets for
SROA were $41,350,000 versus in 2024 when the year-end
was $40,514,500.
The annual audit of our
financial statements will take
regular meeting as corrected.
• Approved the SROA unaudited financial statements for
the month ending December
2025 and January 2026.
• Approved Resolution 2026001 to approve ballot language
and authorize a vote of the
owners to amend Section 9.01
of the Consolidated Plan to
implement a Capital Transfer
Fee. Further move to accept
pro/con statements from owners limited to 100 words and
due June 5 for inclusion in
voter information materials.
• Accepted the 2026 Board
Retreat Summary & Priorities.
• Approved December 2025
and January 2026 unaudited
financials.
• Approved a transfer of
$467,265.07 from the Regular
Reserve Fund to the Operating
Fund.
• Approved a transfer of
$25,669.45 from the SHARC
Reserve Fund to the Operating
Fund.
• Approved the carryover of
$781,263 from the 2024 and
2025 Reserve & Capital Budget to the 2026 Budget resulting in a total of $4,450,218.00
in the 2026 Reserve & Capital
Budget.
• Approved a transfer of
$20,963.36 from the SROA
Operating Fund to the Skypark
Reserve Account as a reimbursement.

Other business
• Regarding owner concerns
about the Resort installing
a fuel tank at their marina.
SROA has no ability to address
this except for what would
be reviewed for design elements such as a fence. Any
jurisdiction to approve or not
is through Deschutes County
approval processes. All required
agency review, notifications
or comments would be sent
through to the county.
• Director Hays noted that
there were several things moving through state legislature,
including the removal of
mortgage interest tax deduction for second homes; raising
Transient Room/Lodging Task
1.25% and a reduction in the

Resort requesting tree removals along
Woodlands golf course
Sunriver Resort has submitted an application to the SROA
Design Committee for a lodgepole pine tree removal project
along its north end golf course.
The proposal will be reviewed at the Friday, March 27
Design Committee meeting (time to be announced). The
meeting will be held at the SROA board room.
The plans and criteria for removal will be posted on the
SROA website calendar on Thursday, March 12. Owners
may submit written comments at that time to designinfo@
srowners.org.
Committee actions
• Accepted the resignation of
Pat Hensley from the Judicial
place in April where we may
see adjustments to the above
numbers. After the audit, it
is standard procedure for the
board to allocate the budget
surplus to the reserve account.
Overall, by combining operating and non-operating revenue and expenses, we end the
year with an increase in owner
net worth of $1,148,000. It was
another good year.
